About the GCA Institute

The general content of the institute will be federal grant management and compliance with information specific to the grant programs administered by the Department of Grant Compliance and Administration.

 

Who Should Attend?

Attendance is limited to ESC staff administering federal grant programs. Sessions will be specific to programs administered by the GCA Department. Please do not share this information with non-ESC staff. 

Please note that ESC program staff for the following programs as per the ESC ESSA Basic Services grant will be required to attend the GCA Institute: Title I, Part A; Title I, Part C; Title II, Part A; and Title IV, Part A.

Additionally, the Title I, Part A ESC ESSA Basic Services grant requirements will also include at least one ESC staff member from the ESC business office/business services that provides guidance to LEAs related to federal programs finance/business office operations, or its equivalent, is required to attend the Department of Grant Compliance and Administration (GCA) Institute in addition to the ESC staff responsible for the implementation of program activities.

No onsite registration.

ESC Staff members and TEA staff should check in at the registration table upon arrival to receive their name badge and institute materials. Sign in sheets will be at the registration table daily to track attendance.

*As a courtesy to fellow attendees and presenters, early departures are discouraged. 

The Institute will be conducted 100% in-person; no virtual option.


📄Session Handouts: An event website has been set up for attendees to access the session handouts and any other materials attendees will need for each session. We will not be printing any handouts.


💻Laptops: The expectation of the Institute is to be engaged and present. We understand that attendees may want to take notes on their computers, however, please stay on task with the Institute.

Charging Stations will be available at the back of the room.


🪑Room Setup: The room(s) will be set up where all attendees are facing towards the front of the room and sitting behind a thin rectangular table.


Certificates of Attendance for ESC Staff will be available through Region 14 ESC’s Pitstop at the conclusion of the Institute. Login to your Pitstop account to view and download your certificate. Contact the Title I, Part A Capacity Building Initiative at t1si@esc14.net if you need assistance.

Weather: The weather forecast for Round Rock, Texas, for March 24-26, 2026, is expected to be in the range of average temperatures for the month, with highs around 75o and lows around 50o, and likely windy conditions. Expect temperatures to be mildly cool. Updates will be provided closer to the event date.


Comfort: Conference venues tend to be cold, so you may want to consider bringing a sweater/jacket or dress in layers.

The theme for the conference is Constructing Tomorrow. It is our hopes that you not only walk away from the week with new knowledge but have had some fun along the way.

  • Business Casual ⭐OR⭐
  • Optional: while not required, it’s strongly encouraged for you to dress
    • Tuesday – Professional Dress Day
      • Architectural Chic: A well-tailored pantsuit or a sophisticated dress in a neutral color (grey, navy, black, or even a deep forest green) accessorized with subtle geometric jewelry. Think clean lines and structured pieces.
      • Blueprint Elegance: A crisp white button-down shirt paired with dark trousers or a skirt, layered with a navy or dark grey blazer. You could add a tie or a scarf with a subtle pattern that hints at blueprints or schematics.
      • Industrial Professional: Incorporate textures like tweed, herringbone, or even a subtle corduroy in your blazer or trousers. Colors could lean towards earthy tones like rich browns, olives, or deep rust, reminiscent of construction materials.
    • Wednesday – Themed Attire
      • Construction Zone Colors: Wear a solid outfit in a construction color (bright orange, safety yellow, or a simple bright blue like a blueprint).
      • The Safety Inspector: A neon safety vest, a hard hat, and a clipboard with a serious look. Bonus points for carrying a ruler and making sure everyone is "up to code."
      • Tool Time: Dress as a specific tool—a large Hammer, a Wrench, or a giant Ruler. (A ruler costume is a brilliant way to be a rule-maker or a measure of success).
      • A Piece of Equipment: Dress as a specific piece of equipment, like a Traffic Cone (all orange outfit with white stripes), a Brick Wall (a box painted like bricks), or a Wrecking Ball (a gray outfit with a small, chained ball prop).
      • The Master Builder: A LEGO-inspired outfit (like Emmet from The Lego Movie) to represent creative construction.
      • The Groundbreaker: Wear a hard hat and carry a small tool, representing someone who is innovating or doing new things in education.
    • Thursday – Business Casual
      • Safety First, But Fashionable: A smart casual approach with a clean, dark pair of jeans (if appropriate for the conference's overall dress code) or chinos, paired with a fitted polo shirt or a casual button-down in a bright, but not neon, "safety" color like a deep orange or yellow, topped with a structured blazer.

If you choose the optional dress guidelines, you may wear neat appearance jeans and athletic shoes to the Institute. As always, please follow your ESC dress policy.
