Rural Pathway Excellence Partnerships Program (R-PEP)

What is an R-PEP?

 

The Rural Pathway Excellence Partnerships Program (R-PEP) is a collaborative initiative designed to expand college and career opportunities through shared pathways for students in rural school districts. Includes shared infrastructure, workforce alignment, and specialized state funding across two or more geographically similar districts.

  • Coordinating Entity (ESC 14)

    Facilitates the partnership, supports pathways development, and ensures TEA alignment.

  • Rural School Districts

    The heart of the collaboration.

  • Higher Ed (IHEs)

    Provides dual credit and transferable credentials aligned with pathways.

  • Industry Partners

    Offers internships and work-based learning

  • Workforce of West Texas

    Directly advises students and provides labor market data to support high-wage, high-demand careers.

Financial Incentives for R-PEP

  • R-PEP Allotment

    Districts with < 1,600 ADA receive additional state funding. Weighted allotments: 1.15 Eco Dis and 1.11 Non-Eco Dis. Funding flows through FSP.

  • R-PEP Outcomes Bonsues

    R-PEP districts < 1,600 ADA may earn outcomes funding when graduates complete a postsecondary credential w/in 5 years of graduation.

  • TEA Grant Program

Funding generated through the collaborative is reinvested into program development and operations to support student outcomes and strong programs.
