ESC 14 Career and Technical Education Services

Provides professional development activities and technical assistance to local school district personnel in the area of career and technical education.

Supports in developing and implementing the annual application for federal basic grant funds.

Communicates and supports networking among local school districts, the Work Force Development board, School-to-Career/Tech Prep/Colleges and Universities, and TEA

Maintains and disseminates the goals and objectives of the annual application.

The service also includes career programs of study for students and collaboration with employers to implement work-based learning experiences.

Technical Assistance is provided to school districts in the region before TEA district effectiveness and compliance (DEC) and/or accountability on-site visits.

Leadership is provided that emphasizes the integration of academic and career and technical education, as well as the application of learning strategies.

Special events and initiatives for stakeholders to engage in the world of work. Being able to see work in action, hear employers discuss specific careers, and engage with partners are important steps to developing a well-rounded workforce. Region 14 CTE partners with the Workforce Board to support the Work-based Learning opportunities for Region 14 school districts. PA1. Annual Public Notification
Prior to the beginning of each school year the local education agency (LEA) must advise students, parents, employees, applicants, and the general public that all opportunities in Career and Technical Education (CTE) programs will be offered without regard to race, color, national origin, sex, or disability. This public notice provides assurance that limited English speaking skills will not be a barrier to admission or participation in CTE programs, and the LEA designates a person or persons to coordinate CTE activities under Title IX and Section 504. Announcement of this policy of nondiscrimination may be made in local newspapers, publications, and/or media that reach the general public, program beneficiaries, minorities, women, and the disabled. In addition, if the LEA’s service area contains a community of national-origin minority persons with limited English language skills, the CTE notice is made available in that community’s primary language.

An LEA must take continuous steps to notify participants, beneficiaries, applicants, parents, employees (including those with impaired vision or hearing), other interested parties, and unions or professional organizations holding collective bargaining or professional agreements with the LEA that it does not discriminate on the basis of race, color, national origin, sex, disability, or age. A statement of nondiscrimination shall be included on publications and other materials that are distributed to or accessible by students, parents, applicants, beneficiaries, employees, unions or professional organizations holding collective bargaining or professional agreements with the LEA, and other interested parties

Monthly Office Hours with the TEA CTE Team
The TEA CTE Team has launched monthly office hours to provide direct support and answer questions for school administrators, counselors, and CTE teachers regarding Career and Technical Education programming. The main purpose of these office hours is to support LEAs with their CTE programmatic questions and provide targeted assistance. Topics for support include:

Introducing HS Girls to High-Skill, High-Growth Industries
Your HS girls are invited to participate in the 2026 Women in Industry Conference on Thursday, March 5, 2026, at the Moody Gardens Hotel and Convention Center in Galveston, Texas. This event is designed to advance the shared mission to increase awareness among high school girls of high-demand, high-wage career pathways in Texas. Your help in distributing this information through your networks will ensure more students gain access to life-changing career exploration opportunities.
