Effective Advising Framework (EAF)
The Effective Advising Framework (EAF) is a statewide model developed by the Texas Education Agency (TEA) to help school districts and campuses build and manage individual student career and academic planning systems.
1 Goal
Empower K-12 students to make meaningful connections between coursework, career exploration, and postsecondary goals (college, career, or the military).
2 Integration
Embeds ongoing advising directly into the student experience rather than treating it as a one-time checklist or senior-year event.
3 Alignment
Works alongside the Effective Schools Framework (ESF), the Effective District Framework (EDF), and the Texas Model for Comprehensive School Counseling Programs, while complying with Texas Education Code (TEC) §33.005 and §33.006.
The Effective Advising Framework is structured around five core levers that guide district and campus commitments.

-
Establishes clear K-12 advising expectations, organizational structures, tools, and strategic metrics guided by district steering committees.
-
Focuses on appropriate staffing ratios, role capacity, ongoing professional development, and adherence to state counselor time policies.
-
Integrates the advising vision across all staff levels, ensuring school-wide training, open metric communication, and active family engagement.
-
Coordinates strategic relationships with higher ed, workforce boards, military, and community organizations to expand career pathways.
-
Ensures developmentally appropriate career, academic, personal, and social assessments and resources are consistently deployed.
