CCNA Resource Toolkit

The Collaborative Comprehensive Needs Assessment (CCNA) Resource Toolkit is a unified resource developed by TEA program staff at the request of Local Education Agencies (LEAs) and Education Service Centers (ESCs). It is designed to simplify and enhance the required Comprehensive Needs Assessment (CNA) process.


What the Toolkit Covers

This document consolidates the CNA requirements and recommendations for five key federal programs:

  • Title I, Part A

  • Title I, Part C

  • Title II, Part A

  • Title III, Part A

  • Title IV, Part A


Why Collaborate? The CCNA Advantage

While each program has specific needs, the CCNA highlights the considerable overlap in requirements. By utilizing this resource, LEAs can achieve a common purpose and ensure:

  • Seamless Compliance: Meet all federal program requirements (primarily cited from ESSA).

  • Optimized Operations: Encourage cross-program coordination for efficient use of time and resources.

  • Streamlined Engagement: Eliminate the need for repeated stakeholder participation by addressing common requirements simultaneously.

  • Continuous Improvement: Shift the CNA from a singular event to a comprehensive, ongoing process that maximizes the effectiveness of federal funds.

The collaborative CCNA approach is a tool and a resource, not a mandate. LEAs are free to adopt the parts of the process that best support their unique comprehensive needs assessment development.
