Apply, Expand, and Renew Your TIA System
This page provides guidance for districts at every stage of the Teacher Incentive Allotment (TIA): new applicants, districts making expansions or modifications, districts preparing to renew or reapply, and those exploring Enhanced TIA opportunities.

Apply for a New TIA System
This path is for districts that do not yet have an accepted TIA local designation system and want to begin participating in TIA.
Quick Steps
- Submit a Letter of Intent (LOI) to tia@tea.texas.gov to request access to the TIA Online Portal.
- Log in to the TIA Online Portal and complete the System Application for your district.
- Plan your data-capture year (observations + student growth) and future data submission.

Expand or Modify an Existing TIA System
This path is for districts that already have an accepted TIA System Application and want to add campuses/teachers or change parts of their local system.
Common Reasons to Submit an Expansion & Modification Application
- Adding or removing teacher categories or campuses from TIA
- Changing student growth measures (e.g., from pre/post to SLOs)
- Changing the observation rubric used for designations
- Adjusting the district’s spending plan for TIA funds
Changes are submitted through the Expansion and Modification Application in the TIA Online Portal and follow the same annual submission timeline as the System Application.

Renewing or Reapplying
This path is for districts that are Fully Approved and are approaching their Renewal Application Year, or for districts whose systems have expired and need to reapply.
Renewal at a Glance
- TEA notifies districts the summer before their Renewal Application Year.
- Districts complete a Renewal Application in the TIA Online Portal.
- A Renewal Data-Capture Year is used to show continued reliability and impact.
If a district does not renew and the system expires, the district may need to submit a new System Application to continue issuing new designations.

Enhanced TIA (HB 2)
Enhanced TIA is a district-level designation that provides additional funding for school systems that build robust, strategic compensation systems for teachers and campus leaders.
Who This Is For
- Districts with a fully approved local TIA designation system
- Systems that tie teacher compensation to performance, not just years of service
- Systems that include evaluation and compensation structures for principals and assistant principals
TEA will share Enhanced TIA details, timelines, and application steps through TIA communications and the TIA Online Portal as they become available.
