What happens when the school bus stops coming?

What will life be like after graduation?

What supports will be available when school services end?

Transition planning is a process that’s designed to answer these questions. There are federal and state requirements for schools and ARD committees to address transition for students with disabilities, including:

  • Transition assessments

  • Postsecondary goals

  • Annual IEP goals related to the student’s transition service needs

  • Transition services to enable the student to meet their postsecondary goals

  • Course of study aligned to student goals and interests (graduation plan)

  • Appropriate student and parent involvement in the ARD meeting

  • Transfer of rights at age of majority

  • Connection to agencies and other resources that can support the student in adulthood

In Texas, a student’s IEP must address transition by their 14th birthday (TEC §29.011). This website provides resources for schools to understand and implement effective transition planning practices.

Transition & Employment Services Designee (TED)

Transition Planning


Since 2014, each local education agency (LEA) or shared services arrangement (SSA) is required to designate at least one employee to serve as the designee regarding transition and employment services for students receiving special education services.

TED Minimum Training Requirements


All TEDs are required to complete this new training course as this replaces the old set of 3 courses

The purpose of this training is to give information and tools needed to fulfill the statutory requirements of the TED role for a school district.

In this course, you will learn more about:

  • The difference between the TED and other school staff

  • The role of the TED within a school district or shared service arrangement

  • The requirements of the TED

  • Tools and resources that will support implementation of the TED requirements

  • How to develop an individualized professional development plan to further build capacity in transition

As you work through this course, you will learn more about the TED requirements while completing knowledge checks and participating in discussion questions.  You will complete one module at a time before you can move to the next module.

Vocational education means organized educational programs that are directly related to the preparation of individuals for paid or unpaid employment, or for additional preparation for a career not requiring a baccalaureate or advanced degree.  IDEA 2004 §300.39
