MISSION: To provide high quality comprehensive services including education to promote self sufficiency in children and families while collaborating with the school districts and community partners.
Head Start Enrollment

Head Start programs provide low-income families with free learning and development services for their children ages birth to 5. All programs welcome children with disabilities. Some Early Head Start programs also provide prenatal services for pregnant women.

Other items needed but not required for enrollment: Immunization Records, and proof of Medicaid, Chips, or Private Insurance.

REGION XIV ESC HEAD START
GRIEVANCE POLICY AND PROCEDURERegion XIV ESC Head Start, as grantee for the Head Start Program in your area, expects all eligible children to
receive the best possible Head Start services.Head Start Administration has an open door policy and is willing to provide opportunity to any parent, community
member, etc., to discuss issues, receive suggestions and discuss concerns regarding services to children and families
in our Head Start program. Often, concerns or grievances can be resolved simply through asking questions and
obtaining feedback. ESC 14 Head Start will respond to your questions at any time, or route you to the responsible
party in charge of the area of concern. To ensure that efficiency in this process is achieved, the Region XIV Head
Start staff requests that all concerns or grievances regarding your Head Start center be voiced using the steps
below:1. Discuss your concerns with your child’s teacher first, principal second, and superintendent if
needed. Please feel free to contact Angie Mendoza, Head Start Director, or other ESC staff
member at Region 14 ESC Head Start at 325-675-8685, at any time to also discuss your concerns.2. If you then feel that your concern have not been addressed to your satisfaction, you may provide
your center’s Policy Council Representative with a written statement of your concern or grievance.
The Policy Council Representative will forward a copy of the concern to Angie Mendoza, Region 14
ESC Head Start office at least 7 days prior to the next Policy Council meeting date, at the following

3. The concern or grievance will be reviewed and a decision made at the next scheduled meeting of the
Policy Council. All parties involved in the grievance will receive written notification of the Policy
Council’s decision as soon as possible following that Policy Council meeting.4. Parties affected by the Policy Council’s decision may, by written notification with cause, appeal this
decision by providing in writing, 7 days prior to the next Policy Council meeting their concerns for
re-consideration by the Policy Council. Decision reached at this second Policy Council meeting will
be final.Suggestions or concerns can be voiced to ESC 14 Head Start Staff at any time face-to-face, by telephone, or by
written communication. Region XIV ESC Head Start desires quality services for all Head Start children and
families.This GRIEVANCE POLICY is made accessible to all parents and member of the community and will be posted in
visible locations in each Head Start classroom. -
